This is a very niche question but I can't help but wonder if Devlin was named after the english judge Lord Devlin? I'm seeing some connections to his paternalist values and belief in upholding a "common public morality" even in the context of purely private acts... but maybe im reaching!
I hadn't heard of Lord Devlin until you mentioned him so I don't think so!
Someone asked me a while back about the name and I couldn't remember exactly how it came about. At some point I think I'd been reading a book about the 1961 Western-backed overthrow and murder of Patrice Lumumba in the Congo, and one of the chief players was CIA station chief Larry Devlin, a guy whose role in the coup and lucrative business relationship with the ensuing strongman regime really epitomised the spirit of 'clownish, reactive and petty profiteer playing the part of an Objective-Minded Man of Action Who Makes The Hard Decisions For The Good Of All' which makes up much of the political satire in the show.
So I thought that might have been the inspiration, but it's also possible that I'm making that up after the fact and it's just a coincidence!

One of the best books I read this year. Great research on CIA interventions in Africa and especially in Kongo during the Cold War until today. Her research covers CIA money funneled throw secondary organizations (cultural, economic, and so-called humanitarian) in order to overthrow democratic governments such as Nkrumah’s and Lumumba’s government. It also talks about the controversial plane crash of UN Secretary General Dag Hammarskjold. Which she believes there is a lot of evidence that CIA was involved behind that attack.
We the people of global south know a lot of military and propaganda projects that Amerikkka directed against us. However, the most interesting parts of the book was involving leftist cultural organization and liberal institutions that CIA funded to directly promote western capitalist values in order to fasten the regime change agendas. Organizations such as Congress for Cultural Freedom.
